AGN and MGN Victoria Regulatory Proposal 2028-2033

We are Australian Gas Networks (AGN) and Multinet Gas Networks (MGN), part of the Australian Gas Infrastructure Group. We deliver natural gas to over 2.2 million customers across Australia; over 1.4 million of them in Victoria.
We are committed to preparing plans that reflect what our customers tell us is most important to them, when considering the services we offer, the way we structure our tariffs, our proposed investment in our assets and the overall operation of our businesses.
On this page you will find the different ways in which we are engaging with our customers, stakeholders, retailers and key industry partners to ensure that our proposals:
are underpinned by effective customer and stakeholder engagement,
deliver for current and future customers, and
are capable of acceptance by our customers and stakeholders.
Engaging with our expert Stakeholder in the development of our Plans:
AGIG has established a Stakeholder Panel to ensure customer preferences are meaningfully considered as we develop our 2028–33 plans for Victoria. The Panel provides a forum for open, informed and constructive engagement between stakeholders and our business on key issues relevant to the AGN and MGN gas distribution networks. The Panel includes consumer representatives with expertise in energy regulation, economics, research and engagement. Our current membership includes Mark Grenning (Independent Lead), Helen Bartley, Amelia Bitsis, Kieran Donoghue, Gavin Dufty, Dean Lombard, Linda Nieuwenhuizen, Tony Robinson and Steve Dangerfield (Chair of the Customer Voice Collective).
The Panel does not make decisions, but provides advice, insights and feedback into the development of AGN’s and MGN’s regulatory proposals. The Panel members and AGIG staff also work collaboratively on the development and implementation of our broader engagement with customers.
Ensuring the voices of our customers are heard and listened to:
We have developed a map of our engagement journey with customers (our Customer Voice Collective group) to detail the pathway to how we are sharing, discussing and listening to feedback on the different factors that will eventually feed into our Draft Plans:
